Sounds like another North Korean Potemkin village. A few years ago, I read a book by a British visitor to NK who described seeing universities with no students, wide, tree-lined boulevards in the capital with no cars, and waterfalls up in the mountains that can be turned on and off.

A couple of years ago my Korean American girlfriend and I went to the ROK so she could visit her family and I could meet them. While there we took a day trip up to the DMZ...a truly amazing,and scary,experience (actually,I was scared,she wasn't). There's an observation area looking north that has those big viewers that you feed coins into.You can clearly see a huge North Korean flag and a village that looks to be pretty modern (by North Korean standards).

But it turns out that the village is empty...it's just a Hollywood set. I bet this new "resort" is just the same.
