For a lot of the ‘participants’ that IS how they would try to justify it, if they ever thought they’d have to.
You mean like assault, theft and battery? Why does there have to be a new name and new classification of crime?
I have never used an ATM in my life. Not once in 70 years.
Exactly what I came here to say. Nothing new but the name.
Based on the video the crime should actually be called “nugging”.
Curious for any ex-military retirees in carry states if these incidents are borne of inside knowledge - i.e., tellers messaging the crews - or if this is just a visual stakeout and profiling of bank customers.
What I’m getting at is going hunting with a satchel and an inflatable device within for ‘post-banking’.

How are they targetting only people that make large withdrawls? Other than the guys that followed the ATM repairman, it sounds like there is an mole at the bank tipping off the criminals.

Wouldn't jugging already be a felony depending on the means (weapons, assault, battery) and/or the amount involved? The Fox article didn't really seem to say much of anything about how this new law is much different than existing law.

House Bill 1902 specifically addresses jugging, making it a chargeable offense.
Penalties:
State jail felony: This is the base offense for jugging itself.
Third-degree felony: If, during the jugging, the perpetrator commits burglary of a vehicle or another third-degree felony.
First-degree felony: If, during the jugging, the perpetrator commits robbery.
Enhanced Penalties:
The potential for enhanced penalties arises when the jugging involves other crimes, such as robbery or burglary.
Example:
If someone follows a person from a bank and then robs them, they could be charged with a first-degree felony for the robbery, which is an enhancement of the jugging charge.

When we do our monthly cash transfer and shopping trip, I always accompany my wife. I am of course well armed. Not that we have that much to worry about in CDA, but you never know.
How about "niggling"?
My head has been on a swivel for some time now. While driving on surface streets, I leave plenty of room to maneuver at stop signs, stop lights, room to escape if necessary.
With the advent of cars with backup cameras, I use them not just for cars, pedestrians.* I check to see if any creeps are around.
*Pedestrians. I am still amazed at how many skulls full of mush (young and old) will walk behind a moving vehicle as I back up. Some of these idiots get mad when I don’t/cannot see them.
