It was not considered OK to enslave a fellow Catholic, but it was OK to enslave a pagan, a Muslim, or in some cases a “schismatic” (Orthodox Christian). When the Portuguese began to explore the coast of Africa, they considered it fine to enslave white “pagans” in the Canary Islands, and later black “pagans” further south on the African mainland.
It wasn’t just Arab Muslims. The Turks were active enslavers until the early 19th century.
It wasn’t just Muslim Arabs, either. Arabs’ involvement in slavery is recorded with reference to Joseph.

The Arab lifestyle and social structure pre-dates Abraham and the Bronze Age. But Ishmael’s descendants eventually came to it, and that’s reflected in the duality of Arab society. The Qys Arabs do not intermarry with the Yemen Arabs, who maintain that they were the first, and that the Qys Arabs are Ishmaelites-come-latelys. I think it is very unlikely that any of Ishmael’s descendants lived as far south as Mecca. That we are told that Ishmael was 13 when he was circumcised probably reflects local tribal practices in the area where his descendants lived (circumcision as part of the initiation process at puberty).
