Build it on federal land somewhere. I prefer the SuperMax concept that they have in Florence, Colorado. Alcatraz sounds kind of fun, and it's got a storied history, but it's not practical or economical.

This is stupid. Alcatraz was closed because it was a crumbling, expensive mess.
If you want to build a new federal super duper unescapeable prison, stick it in a dessert somewhere, or just expand Florance ADX.
