A federal judge in Washington, D.C., on Thursday blocked a portion of President Donald Trump’s executive order on election integrity, specifically provisions related to providing documentary proof of citizenship before being allowed to register to vote.
Judge Colleen Kollar-Kotelly of the U.S. District Court for the District of Columbia handed down the order in response to lawsuits filed by three separate groups of plaintiffs over five different provisions in a March 25 Trump executive order relating to election integrity.
While Kollar-Kotelly dismissed requests to block three of the provisions, requests to block two other provisions pertaining to a proof of citizenship requirement for voters were granted.
The first blocked provision sought to compel the Election Assistance Commission to amend standardized national voter registration forms to require documentary proof of citizenship.
The second sought to require federal agencies offering voter registration to people on public assistance to “assess” the individual’s citizenship status before doing so.
“Our Constitution entrusts Congress and the States — not the President — with the authority to regulate federal elections. Consistent with that allocation of power, Congress is currently debating legislation that would effect many of the changes the President purports to order,” Kollar-Kotelly, a Clinton-appointee, wrote in her order.
“No statutory delegation of authority to the Executive Branch permits the President to short-circuit Congress’s deliberative process by executive order.”
Kollar-Kotelly said she would not block the other provisions that the groups sought to challenge, which cover mail-in ballots and data collection on citizenship status, calling the challenges “premature” and indicating they would be best challenged at the state level.
Earlier this month, the Republican-led House of Representatives passed a bill requiring proof-of-citizenship to vote in federal elections.

Time to make congress get off their butt and do a one page bill requiring voter ID. Problem solved as a judge can not block a bill.
Congress needs to make it explicitly clear that district judges have some power within their district, but nowhere else.
And the 7 GIRLS in the Supreme Court are working against all Republicans.
What she fails to understand about the meaning of the word ‘integrity’, I have no idea.
If SCOTUS does not act in that time, he'll just start ignoring the courts. Obviously the Republican controlled house will not impeach nor would the Democrats ever be able to get 67 votes in the Senate to convict. By waiting a little while longer....but letting leftist political activists in black robes interfere ever more with the express Article II powers of the president as set forth in the constitution....by allowing them to act as though they and not the voters are sovereign and thus get to change government policy, President Trump is giving the public time to get really exasperated with them.
That's vital because he needs to have the support of the public if and when he tells all the district court judges to shove it a la Andrew Jackson. Then the corporate media and Democrats can cry and whine but the public won't be with them. If John Roberts is smart he will smack the district courts down before the discredit the entire federal judiciary to that degree. If he's stupid and let's his TDS guide his thinking, that is exactly what will happen.
Reason Texas went with Real ID and requires such to vote.

We should not go overboard on this stuff.
Election law is something clearly laid out in the Constitution assigned in responsibility to the states. It is the states that get to decide about proof of citizenship. That’s not a Democrat versus Trump issue. That’s in the Constitution.
Congress can choose modifications to state laws in this regard, because that also is in the Constitution. There is nothing in the Constitution that empowers the president to override state laws about elections.
As for Congress making modifications to state laws, it will require 60 votes in the Senate. This is probably a good thing. Conservatism demands that we have as few laws as possible intruding into everyday life. The 60 vote threshold reduces the number of laws that we would have to endure.
Now long before some district judge declares that 47 has no power, other than to hold press briefings, and then only if they are legally permitted.
