Huh? You may want to check the IRS website. Non-Profits is one of many IRS tax designations for a company, such as Sole Proprietorship, C Corporations, S Corps, 501's, LLC, Partnerships, etc.
The "non-profit" designation doesn't mean profits may not be accrued. It is not allowed to share profits with investors, owners, or share holders, IIRC. Profits must remain with the company's holdings. The non-profit can re-invest those profits in further development.
It's been awhile since I owned a C Corp, a S Corp, a Sole Proprietorship, and a LLC Partnership. They all had different tax designations and were subject to how profits were distributed to the principles. Of course, things could have changed since my last company.
Reading further, it appears that 12 members of the board are appointed by the President and approved by Congress.
The Secretaries of Defense and State, as well as the president of the National Defense University, are automatic members by virtue of their positions; and no more than 8 members can be of the same political party. (WIKI).
I see. Well it certainly does seem to be a part of the Federal Government.

Upon dissolution or final liquidation of the Institute or of any legal entity created pursuant to this chapter, all income and assets of the Institute or other legal entity shall revert to the United States Treasury.
If it’s a private entity created by congress then doc congress’s pay and bill all those no longer in congress for every single penny the Institue of Peace ever received.
otherwise if Congress doesn’t want to make right and foot the bill for it’s private entity then the institute of Peace needs to repay every penny.
otherwise we the tax payers never approved it and trump has every right to shut it down.
