That’s mainly due to run off causing algae blooms. You must live somewhere near water or a seasonal tributary. It’s actually good land management.
There is generally an exemption for liquid fertilizer, which is cheaper, works better, and doesn’t run off. You can also easily combine chemicals (insecticide, pre emergent, fertilizer). But you need a tow behind applicator unless you are Arnold Swartzineger.

Hunger issues are the same. Having to adjust your purchases because of money issues (ground sirloin or ground chuck today?) is on the same spectrum as death by starvation. Pick the cutoff point and you can get any percentage suffering from hunger you want.
Check out their map. The only gardens I can find are at schools or other public/community places.
