It is almost unheard of for a government to authorize a large surrender of troops. Some examples of the difficulty are Stalingrad where the German general asked permission to surrender and was completely refused by Hitler. The British forces in Singapore, completely out of water, asked permission to surrender to the Japanese and Churchill refused.
It is common for governments to believe that surrender has such a debilitating effect on the populace mindset that the loss to the country is more severe than would be the loss of every single soldier fighting to the last man. The fighting to the last man concept is perceived to be in some way inspirational in contrast to what surrender would be.
There is also an American precedent in the Philippines where a local American general had to surrender and MacArthur as well as the US government never authorized it to take place on as broad a scale as it did. It was a complex matter to surrender of Corregidor amid Japanese refusal to accept that limited surrender, and demanding that it include all US forces in the Philippines.
The surrendering US general was proposed to receive the Congressional Medal of Honor and MacArthur strongly opposed that proposal. The medal was awarded after the war and MacArthur withdrew his objection.
Maybe too much babble there. The point is that it’s pretty typical for senior leadership who are not at any personal risk themselves at that moment to refuse a request to surrender by those who are at risk.
I do not know if Mr. Z simply lied to the voters or lost control to the nationalists once in power.
He used the fact that he grew up as a Russian native speaker to get support by the ethnic Russians, but now often pretends like he can't speak Russian well to distance himself.
However, it soon became evident, that the agenda morphed into something other than peace when he was in power. I think he's a weak leader, chained down by those that put him in office. The antithesis of a Trump that is an unbridled beast (what makes him dangerous to the political establishment, bureaucracy, and oligarchs).
In Mr. Z's defense, the guy had zero political experience, had no real money, nor political connections, is younger, has no military, intel, foreign affairs experience... IMHO, he is the classic “popular face” politician that is backed by some prominent Ukrainian oligarchs (Kolomoyskyi) and the US who we knew could be controlled.
I do not think this is an entirely unique / unusual scenario. Like a boy band, these sort of politicians are really just a show, a marionette that other people control from the background. He probably was owned by outside forces from day one. I'm not sure if everything he did was truly out of conviction.

That is one mistake that Putin will NEVER make again - letting the trapped Ukrainians get out due to ‘promises’ from the Neocons...just to see the Neocons restart their war 8 years later.
Now promises from the West mean NOTHING to him (after all, it’s quite possible that the Neocons will be back in power in less than 4 years). Only ACTIONS mean something...such as pulling back troops to Cold War lines, as promised by the West in the 1990 timeframe, or possibly simply leaving Europe altogether.
And I still think that the US being in Europe is why the Globalists there are able to get away from their Repopulation Program...because the Europeans always know (or at least think), in the back of their minds, that if they screw up again, the US will save them again. But sorry Europe, I doubt we’ll be strong enough to fight them, so you’ll be going off to the ovens again, and not just the Jews this time.

The facts are that Kursk was a humiliation for Putin from the start, as were the huge losses suffered in the constant efforts to take it back.
Undoubtedly he was smart enough not to pull back from Eastern Ukraine in order to take Kursk sooner, but that’s not the same as what you’re saying.

Russia made it clear that to get mercy they would have to surrender.
Ukrainian soldiers did not surrender.

This was the main goal that the media and others never understood, the taking of land was incidental, the destruction of Ukraine’s army was the main goal. Once the army is destroyed, land can be taken easily if wanted. Right or wrong, Putin felt threatened by the existence of a large army on his border and was angered by the shelling of Russian speaking civilians. Putin is closer to accepting peace now that Ukraine’s army is decimated, Europe is out of weapons to send, and Trump knows it’s over.
