No. Frankly, I’m GLAD Hillary Clinton and Leon Panetta did NOT know all our classified. IF a Department Head needs to know, the President can authorize it - as could multiple people in the chain of command.
I can’t give you specifics because I had my mind wiped when I left the military. But...you do NOT know what you are talking about.
Fair enough—maybe what I am asking for is an Executive Order from President Trump that states that his cabinet officers have a blanket need to know everything in their agency with zero exceptions.
(I think it is obvious and unnecessary but it would clarify the situation for any hard core bureaucrats.)
The head does not need to know every detail. But I cannot give examples why because I don’t look good in prison clothes....

Not just any employee can -- see #24. As for visitors/VIPs/etc, normally credentials are passed via a formal visit request procedure.
My suspicion is that the AG wanted to specifically conduct a surprise visit to insure that something nefarious wasn't done to interfere with the goals of her inspection, so TECHNICALLY, it is likely that she was properly denied access... though I really wouldn't want to be "that guy" who told her "no".

For some. Depends on your facility. I work in a SCIF next to a window on the fourth floor with a view of a river to the west, an ocean to the east, and a space launch site to the north. We do have blinds and white noise generators.

And just what black project would at the DOJ would justify denying the damned United States attorney general from knowing about it? Would it be naked pictures of James Comey? You refuse to admit that this was bureaucratic maneuvering to prevent the Trump Administration from controlling the DOJ.

This is the kind of thing that happens when you never arrest anyone. Just sayin...
If Trump gave them blanket clearance, it would then be legal. Don’t think it would be wise or prudent, but...until he does, any Cabinet Head visiting a SCIF needs to submit their paperwork showing they have access. Or they can have temporary access but the SCIF will first lock up some things.
I’m not saying all compartmentalized info needs to be compartmentalized. But the people running the SCIF do not control that. They do have legal responsibilities and could/would go to jail if they do not follow the law.

The agency head has to be able to give surprise inspections anywhere—including a SCIF.
Otherwise they have lost control of their agency.

And who knows if Trump knows about a particular program? Maybe the bureaucrats decide that our duly elected President doesn’t need to know so that he cannot even know to grant access. Face it, the Deep State is real and anything that supports its independent and illegal actions must be dismantled. Pam Bondi is the Attorney General of the United States and should be able to see anything that goes on inside the DOJ or the Trump administration does not really control it.

I think it would be ok for anyone who felt legally obligated to keep a cabinet head out of a SCIF to ask the cabinet member to sign a written “release”—could just be a paragraph—saying the cabinet member was over-riding any previous legal instructions and took full responsibility.
That would protect the employee in case of later legal action.
