I have no problem believing her story, when I’ve seen what abysmal educations even kids without learning disabilities are ‘graduated’ with.

Yes, they absolutely did fail her - by graduating her all those years. In the old days when common sense prevailed, measurable levels of reading and writing skills were prerequisite to advancement through the grades.
If repeating a grade or summer school was not enough to catch the student up, special education was required - but in no case would they simply waive the requirement and let the child advance through the grades.
What parts of a standard middle school or high school curriculum are possible without reading and writing? PE, Art, Music, I suppose - that’s about it. It’s absurd.
