While the SWA went around on their own, The Aviation Herald is reporting that ATC was just about to tell them.
The biz jet had been instructed to hold short, but the Herald didn’t mention if that call was acknowledged.
The biz jet did get a phone number to call after crossing the active without clearance. If you are aircrew, you never want to get a phone number.
Years ago I got "that number." Delta almost ran me down, it was a near miss. When asked how close I lied. I was not at fault and it was probably a controller that F--- up. I know this made a controller happy and a Delta Pilot happy. I am not a fan of the FAA. I suspect the Delta Pilot also lied as I never got a follow up phone call.
This was during the Aircraft Controllers strike in the 80s and ATC was doing the best they could with limited staff. President Reagan told them if they went on strike he would fire them. They went on strike and Reagan fired all that did.

Per the above, FWIW, the biz jet pilot did not have authorization.
Actually the tower, the jet had been cleared to land and at that time the Tower was in control but the tower is part of ATC. Just a minor point but technically you are correct. Have a great day.
