All I remember is Boyz II Men’s “Motown Philly.” They hailed from Philly, so they were popular there, and they sang acapella, sort of a throwback to the Motown era. IIRC their lyrics were clean.

Oh... here's why they visited Capitol Hill and met with Johnson:
Boyz II Men Rally for the American Music Fairness Act on Capitol Hill
And Johnson must've gotten the line "soundtrack of our lives" from what LeAnn Rimes said in support of the bill:
“Performers spend hours, days, weeks, months, and even years working on the songs that make up the soundtracks of our lives. They should be rewarded for that work by the radio corporations that play their songs on the air,” said singer LeAnn Rimes.
