They don’t WANT to find fraud. It’s the simplest of things to check for duplicate use of one number. Simple.
They don’t want to know because the extra SSN usages collect some portion of wages or salaries, income from ‘somebody’ at a 6.2% clip. You cut the multiple useages, you cut the amount of money SSA takes in.
IMO, they actually know and keep track of all the uses of one number. The do this so all the extra funding contributed in the 6.2% doesn’t get added to the real owner’s account. That would make his SSN retirement payment higher.
SSA is fully aware of the problem with SSN misuse. Before Biden’s planned INVASION. There was a huge issue with Identity theft. Criminal Invaders (illegal immigrant is to kind) regularly use and reuse stolen identities to work. Not uncommon to find wage credits in multiple states for the same SSN. The feds just ignored it and left the victim to sort it out on their own. Every Criminal Invader who uses a stolen SSN is guilty of a crime. Criminals should be deported...banned for life from re-entry.

Got “NON-MATCH” inquiries from IRS all the time.
They were so slow, that workers got at least 9 months or more before the NON-Match questions popped up.
THEN—I would get new W-4-—Hernandez/Garcia would suddenly become Garcia-Hernandez.. Bought more time.
I was constantly chasing such in a job I got that had older payroll supervisor who NEVER questioned anything.
