I don't quite understand. Get a passport that says male and leave the country. Seems like a sort of render-unto-ceaser case. Passport request genetic sex, give them the genetic sex. You are asked for your legal name, you give your legal name, you don't whine that you aren't allowed to give your childhood nickname. I fail to see the issue.

Her HIS family wants Mellow to be able to leave the country if things became unbearable for transgender people in the U.S. as the federal government increasingly moves not to recognize them.

No one is stopping him from leaving the country, or from getting a passport. We just won't allow him to lie on his passport application. Nor will we be forced to accept his Delusions of Gender.
