A few points
1. Those “whites” are mainly Boers - Dutch in origin. They won’t want to go to the UK - the country that put their ancestors in concentration camps and forcibly conquered them (ref. Anglo-Boer war)
2. They are Africans - they have been there for 500 years and their ancestry predates the entry of Zulu peoples into south Africa. Why should they leave their ancestral lands?

You have to be working with people who can honor treaties. South African blacks are not an option. There are times it is better to leave and resettle.
