Probably a transformer w/corroded casing near the ground. Maybe even a hole in it. I’ve seen rusted out crap like that around.
It happens a lot to pets in New York City. Avoid walking your pets onto manhole covers, ventilation mezzanine, ets....
Utility electricians are told that in the event of an underground cable being cut, to walk 50-100’ away from the fault while shuffling their feet.
NYC is one of those places I would have liked to visit, in the past.
Not any more.

She prefers Italian too, because she is Italian. She & her husband are aways going to Italy, where they have a second residence. In fact, they recently went back & are most likely still there. First time this year, but I bet they went a dozen times last year. I call her waldo, because I never where in the world she is. 😋 Before going back to Italy, she was at the Christmas Market In Germany, around the time that a person drove another truck into the crowd. She's always on the move either in the states or abroad somewhere in Europe.
Anyway, she gets excited with her musica that I have been sending send her for about three years now, which I guess has been about 3K songs so far. I used to send her music sets, but now I send he entire albums of artists.
She is amazed at the different genres I send her that she has never heard before but loves the music, such as Country, Blues & Blues Rock, New Wave, Alternative and so on .She was mainly only into Rock. She is also amazed at the quality of the music. I have a music editor, that allows me to clean up & correct music. It was less than 60 dollar for a lifetime license, and it does an excellent job. Well worth the minor investment price for the excellent product it is. It's called Gold wave if you have any interest.
All that verbiage to say she likes Italian too because she is Italian. 🤣
My biggest worry is just who is going to be fixing this stuff? At present they just keep decommissioning plant equipment. Same with boilers? Nobody, and I mean nobody, is being trained as licensed booker operators. At present they are all like 80 years old!(the operators)
Water is 1,100 times more explosive than gasoline by volume (under the conditions required in boilers). That's why they need to abandon 50 year old schools to build new ones. The school facilities are run on boilers. Nobody knows how to maintain them, and the district insurance providers keep cancell8ng their operating permits. (So they just say to the public the schools are old and antiquated to avoid taking responsibility)
We bought an Airstream, 1964, that had been renovated. The previous owner did the work and he reversed the hot and neutral-ground. We had used it for two seasons and I remembered feeling a tingle when stepping off the last step out of the camper, but I wrote it off to the impact to the soil.
One evening there was a thunderstorm rolling thru, so I asked my daughter to go close the doors and windows. I found her unconscious on the ground at the steps to the camper after she had not come back.
Wet feet, wet steel steps, and a hand to the door knob completing the circuit, knocked her into last century. It took an hour and a hospital emergency room visit to get her back to relatively ok. Another few days to get over the muscle soreness.

When they were setting up the big tents on the Bucknell University campus for graduation, they accidentally drove a big steel tent stake through a buried electric cable. No one realized it until the ground became electrified. Luckily, no one was harmed.
By definition of electrocuted, it can be injured or killed.

Dog urine is notoriously bad on metal and causes severe and premature corrosion. Paint provides protection, but it can be damaged and chip off exposing the galvanized (zinc) layer which then corrodes and leaves the carbon steel exposed. Thus the steel is susceptible to the accelerants of corrosion.
So it’s possible and maybe ironic that dog urine caused the electrical failure. Just a guess here.
My wife’s oldest son did crane repair for many years, but has moved in management. Part of his functions were repairing electrical issues in cranes as well, as everything else related to crane operations. As a result he understands how to work with electricity also, but I know only that it would probably kill me, so I hire professionals. 🤣 Of course if he is around, he’s my professional. 🙂👍

Once I was drilling a hole in a wall and hit a water pipe! LOL, it was like the Three Stooges, with water shooting out and spraying me right in the face. Still makes me laugh.
