India began administration of COVID-19 vaccines on 16 January 2021. As of 4 March 2023, India has administered over 2.2 billion doses overall, including first, second and precautionary (booster) doses.

India has a population of 1.4 billion people, so their average dose per person is still only about 1.5. My best recollection is that only one province, Uttar Pradesh, population 241 million, mailed IVM to its citizens. It’s unlikely those people needed or decided to be vaccinated. Conjecturing here, rather than asserting. 1.5 doses per citizen is still well below the average of other countries.
