The Speaker of the House is not a dictator. He's elected by the House members, which means he cannot make any promises unless he's got a majority of the House behind him.

I give Mike Johnson a lot of leeway because the tiny GOP majority today gives every misfit and loser in the House GOP caucus an outsized ability to undermine any worthwhile political agenda.
