Is shooting treed bear legal?

Hound hunters often do not see their quarry until it is treed. They follow the sound of the dogs to the tree, and decide whether or not they want to harvest the bear, after a good look-over. It sounds like someone went off half-cocked on this hunt. People (and dogs) on the ground need to be ready. (and perhaps restrained). A bear shot in a tree will not necessarily hit the ground dead, and there is really nothing to compare with a wounded black bear. You need go have a plan, not a circular firing squad at tbe bottom of the tree.
