He had tons of mental health issues, and lost his mother when his father murdered her in 2007. He apparently started having issues with the police six years later - but he never got the mental healthcare and help he needed.

That's failure of the system in another liberal city, and it put citizens and Neely at risk, and resulted in a US marine who tried to do the right thing almost going to prison. This, in a city that found the financial resources to put up illegal immigrants in famous luxury hotels.
