Anti-Israel protesters tried to ruin the Macy’s Thanksgiving Day Parade for the second year running Thursday, with cops quickly swarming in to gobble up roughly 25 arrests.
The firebrands entered the parade route at West 55th Street and Fifth Avenue, stopping the Ronald McDonald balloon in its tracks around 9:25 a.m., police said — and drawing loud jeers from parade-goers screaming at the killjoys to move.
Photos showed protesters sitting in the parade’s path, with some unfurling a large banner that read: “Don’t celebrate genocide!”
“Get the hell out of here,” a parade-goer yelled amid a chorus of boos from the crowd, which seemed more interested in the Bluey balloon’s arrival than the plight of Palestinians in Gaza.

Requiring ‘permits’ is too easily denied/subverted by ‘officials/bureaucrats’ valid, or just as likely, spurious self justifying/dishonest invalid reasons.
IMO a protest need only fufill the other requirements you list.
Citizens NEVER need permission to protest.
I enjoyed watching the Detroit City Parade (formerly known as the Hudson’s Thanksgiving Parade) yesterday. It was an actual parade, with marching bands floats and floating figures with ropes and people hanging on. The best part of the parade was that there was no set performance areas for the bands to play for the TV audience. It was all for the people in attendance, and there were plenty. It was also not raining.
As I said, the only requirement in the law, to get the permit, would be, the protest orgnaizers:
1. Identifying who is the organizing group.
2. Where they intend to protest.
3. When they intend to protest.
4. Their understanding that the protest:
A. Cannot disrupt vehicular traffic.
B. Cannot block, inhibit or in any way prevent others from entering or leaving buildings.
C. Cannot disturb the normal flow of the public who is not participating in the protest, not disturbing the public going about its business.
D. Cannot prevent, or inhibit any counter protestors in any way, as long as any counter protestors are not entering the space of the protestors.
E. Failure to adhere to the simple rules of A. through D. will constitute a civil distrubance for which their protesters can be arressted.
I don’t think anyone is going to put up with this crap anymore.
I agree. For all its grandeur, the Macy’s parade is as much a moving Broadway show or an MTV music awards program as it is a “parade”. Just not to my taste. Now the Tournament of Roses parade in Pasadena is a fine parade indeed.

As I said all of your requierments are all well and good but too subject to subversion by ‘authorities’.
AND your 1 - 3 is no government’s damn business, and # 4 is already incorporated into existing law, just needs to be rigidly enforced.
The protesters are probably the offspring of leftist billionaires.
They and their parents just need to live their Trump Derangement Syndrome and flee the country to somewhere with bad weather, bad food and mean people (like England).
