sidenote: Important context -when Harris was word-salading her stance on defunding police, riots were popular and she was supporting rioters. In other words, at a time the country needed calm, she was supporting the legitimacy of the rioters over the police.
Harris says we're confused and that we need to 're-imagine' public safety. She says a number of things without saying much - "How are we gonna be smart in acheiving our collective goal" because blahblah blah blah. Never a direct answer but intimates that we are not spending wisely - we should spend more on mental and social health issues so we don't need to devote so much money to police. She says the police know they aren't the ones who should respond to mental health issues.
Reporter asks again - are you in favor of defunding police. Harris asks, "How are you defining defunding the police." Harris returns to 'reimagining' policing - uses as an example of an excessive expenditure on police (1/3 of budget) and again stresses other programs to help make the community healthier so they don't need so much police. The Anchorette steps in and confirms 'defunding the police' means reallocating resources away from, for example, 1/3 of the budget and more toward services which prevent the need for policing.

In another video, Kamala praised Garcetti for taking $150 million from the police budget to invest in social services.

In the video, the reporters says for the record, the Biden administration, therefore Biden/Harris did increase the budget for policing in some act or legislation (they're counting it as her move).
