Since Russia is using Chinese and North Korean weapons, is Ukraine at war with those countries? I seriously doubt weapons we provide require US personnel to operate them.

I think the Ruskies are referring to targeting data. Sure the Ukes can run the systems well enough, but exactly what to target and what those coordinates are is something they need intelligence data on.
Ukraine does not have the satellite spying equipment that can count the hairs on a gnats rear end from a hundred miles up. The NATO allies of Ukraine do, in particular those named by Russia.
So this is likely a real threat.
Some don't but some absolutely do. Nuclear weapons that Ukraine had that were Russian, required Russian involvement to use them. They needed Russia to engage in the launch process for a nuclear weapon.
All of that talk about Ukraine keeping its nukes would have been a deterrent for Russian invasion, was all just stupid talk by people who are clueless. Do not kid yourself that Ukraine had complete control to launch those nukes on their own.
Do you think that the president has the ability to actually launch nuclear weapons? He only has the authorization for them to be launched. I do not know exactly how they are launched or by whom, but it doesn't rest in the hands of a single person. Even in this country.
