I think the Ruskies are referring to targeting data. Sure the Ukes can run the systems well enough, but exactly what to target and what those coordinates are is something they need intelligence data on.

Ukraine does not have the satellite spying equipment that can count the hairs on a gnats rear end from a hundred miles up. The NATO allies of Ukraine do, in particular those named by Russia.

So this is likely a real threat.

Somebody on my site said we did not trust the Ukkies to not hit orphanages and grade schools in Russia, so we locked them out of the targeting systems and maintained control of them under NATO troops. So if we allow them to be used in Ukraine, we are in the chain of usage. Otherwise there is no telling what the Ukies might do with them to escalate the conflict in hopes of forcing us into it somehow.

There is much more going on than this. A massive criminal segment within the intelligence community, which has inserted politicians into office in the US, and attacked other elements in the IC with the Havana Weapon, is on the verge of being uncovered, and criminally prosecuted. What it has done will shake America to its very core. I have seen it.

As that approaches, it is entirely possible they will try to start a war with Russia to stall their exposure and prosecution.

Yes, it is a real threat... And it holds as much water as all other ones Putin has made: 0!
