NAVAL BASE SAN DIEGO, Calif. – Approximately 25 percent of sailors in the surface fleet have bought into the “Get Real Get Better” principles two years after the Navy issued its push to improve culture in the service, according to surface fleet leaders.
The rest know little about it, according to a survey of about 1,000 sailors that a San Diego-based command conducted among ship crews on the waterfront to gauge what they knew about the Navy’s initiative.
“We’ve got a lot of work to do to really drive this down to the deck plate and have it be truly a part of who we are as a culture,” Rear Adm. Randall Peck, the commander of Expeditionary Strike Group 3, told an audience earlier this month at the Surface Navy Association’s 2024 Waterfront Symposium.
“About 25 percent understand what ‘Get Real Get Better’ as a cultural initiative is and have bought into it. And sadly, there’s a whole lot of other people… [who said] I’ve heard of it, but I’m not a believer,’” Peck said.
Back in January 2022, then-Chief of Naval Operations Adm. Mike Gilday issued the call to bolster the Navy’s readiness and warfighting capability by creating and embracing a culture that empowers its leaders and sailors to self-assess and work through performance issues. His successor, Adm. Lisa Franchetti, “has doubled down on it because culture is the most important thing to us as a Navy,” Peck said.

Our LST was either in Vietnam or getting ready to go. Many E5 and above had served in country tours, and chiefs had been in battles as far back as Coral Sea.
The difference in a stateside outfit was striking. It was like being in a city public works.

If you truly think that CI, PDCA, & TQM originated in an academic/graduate school setting, you ought to spend time in researching those subjects rather than posting about stuff you clearly don’t understand. Broad hints for starting your research: Deming, Juran, Shewhart.
As to Six Sigma and it’s implementation process, DMAIC, it’s use of statistical methods place it more firmly in the academic field.

In my wife’s and my families eight men volunteered and served over three generations, but never again. Same here, got WWII covered (Grandfather), Korean (his younger brother), Vietnam (my Dad), I covered Desert Storm. My younger brother serves post 9-11. My two boys....nope.
Veterans were the biggest recruiters for the military, but not anymore.

I read the USNI article by...get this...Gidget Fuentes. Yes. Gidget Fuentes. Not even in the Navy.
This quote just made my blood boil:

Our most important thing to us as US Navy Sailors should be navigating ships, getting ordinance on target, and being experts at damage control.
In other words...Warfighting.
It is obscene that the CNO would say THE MOST IMPORTANT THING TO US AS A NAVY is homosexual and affirmative action oriented "culture". He may not have explicitly said that, but that is EXACTLY what he is saying.
I am currently working my way through the thoroughly vilified Project 2025: Mandate for Leadership-A Conservative Promise (LINK TO DOWNLOAD) Granted, It is over 900 pages long, very dense, but I wanted to read it for myself and determine what exactly is so evil about it. (While I think I bit off more than I can chew, I am on vacation, so I have plenty of late night time to do this)
Here are some of the salient points about the authors of Project 2025 think we should improve the military (I left out a huge amount involving all branches and the military in general regarding acquisition, strategy, etc. and focused here on personnel issues).
I know this is long, and the PDF did not give me any help in trying to pull it out, but I put it out here because I know this is important for some of you, as it is for me.
I honestly did not see one evil or crazy thing in here, although those on the Left no doubt view these commonsense suggestions as both even and crazy. If you take the time, let me know what you think.
- OVERALL PRIORITIES FOR ALL MILITARY BRANCHES (I did included this for context)
- Priority No. 1: Reestablish a culture of command accountability, nonpoliticization, and warfighting focus.
- Priority No. 2: Transform our armed forces for maximum effectiveness in an era of great-power competition.
- Priority No. 3: Provide necessary support to Department of Homeland Security (DHS) border protection operations. Border protection is a national security issue that requires sustained attention and effort by all
- elements of the executive branch.
- Priority No. 4: Demand financial transparency and accountability.
- DOD PERSONNEL
- The men and women of America’s armed forces are the most critical component of our national defense strategy, but in recent years, they have been overextended, undervalued, and insufficiently resourced. Their families help them to carry the burden of service, but the assistance they receive is disproportionately less than the sacrifices they make. Young civilians who would thrive in a military environ- ment are disenfranchised when educators and influencers discourage them from learning about military service and preparing for the honor of wearing America’s uniform. The United States military is an extraordinary institution, staffed by exceptional people who have defended our nation and changed the course of history, but the Biden Administration, through word and deed, has treated the armed forces as just another place to work. We must restore our military to a place of honor and respect and recruit and retain the individuals who will meet the rigorous standards of excellence that are required for membership in the world’s greatest fighting force.
- MAJOR PERSONNEL RELATED REFORMS
- Restore standards of lethality and excellence. Entrance criteria for military service and specific occupational career fields should be based on the needs of those positions. Exceptions for individuals who are already predisposed to require medical treatment (for example, HIV positive or suffering from gender dysphoria) should be removed, and those with gender dysphoria should be expelled from military service. Physical fitness requirements should be based on the occupational field without consideration of gender, race, ethnicity, or orientation.
- Eliminate politicization, reestablish trust and accountability, and restore faith to the force. In 2021, the Reagan National Defense Survey found that only 45 percent of Americans have “a great deal of trust and confidence in the military”—down from 70 percent in 2018.
- Recommedations:
- Strengthen protections for chaplains to carry out their ministry according to the tenets of their faith.
- Codify language to instruct senior military officers (three and four stars) to make certain that they understand their primary duty to be ensuring the readiness of the armed forces, not pursuing a social engineering agenda. This direction should be reinforced during the Senate confirmation process. Orders and direction motivated by purely partisan motives should be identified as threats to readiness.
- Reinstate servicemembers to active duty who were discharged for not receiving the COVID vaccine, restore their appropriate rank, and provide back pay.
- Eliminate Marxist indoctrination and divisive critical race theory programs and abolish newly established diversity, equity, and inclusion offices and staff.
- Restrict the use of social media solely for purposes of recruitment and discipline any armed services personnel who use an official command channel to engage with civilian critics on social media.
- Audit the course offerings at military academies to remove Marxist indoctrination, eliminate tenure for academic professionals, and apply the same rules to instructors that are applied to other DOD contracting personnel.
- Reverse policies that allow transgender individuals to serve in the military. Gender dysphoria is incompatible with the demands of military service, and the use of public monies for transgender surgeries or to facilitate abortion for servicemembers should be ended.
- Value the military family. Military service requires extreme sacrifices by families.
- Support legislation to increase wages and family allowances for active- duty enlisted personnel. No uniformed personnel should ever have to rely on social benefits like as food stamps or public housing assistance.
- Improve base housing and consider the military family holistically when considering change-of-station moves.
- Improve spouse employment opportunities and protections, including licensing reform, and expand childcare.
- Audit all curricula and health policies in DOD schools for military families, remove all inappropriate materials, and reverse inappropriate policies.
- Support legislation giving education savings account options to military families.
- OTHER PERSONNEL RELATED
- Reduce the number of generals (and I assume, Admirals). Rank creep is pervasive. The number of 0-6 to 0-9 officers is at an all-time high across the armed services (above World War II levels), and the actual battlefield experience of this officer corps is at an all-time low. The next President should limit the continued advancement of many of the existing cadre, many of whom have been advanced by prior Administrations for reasons other than their warfighting prowess.
- SPECIFICALLY FOR THE NAVY (NON-PERSONNEL RELATED):
- Invest in and expand force structure. The USN’s organizing principle remains platform-centered: vessels manned by sailors. The manned surface and subsurface forces act in concert with land-based, air-based, and space- based forces to project power outside sovereign territory, principally by operating in international waters. Investments must be closely coordinated with these other elements of military power.
- Build a fleet of more than 355 ships.
- Enhance warfighter development. The USN requires a variety of documented qualifications for personnel to advance in their careers and assume leadership positions. It also requires individual professional qualifications that are focused on warfighting.
