I think you likely know more about it than I but I think the whole freon / ozone layer dustup was just another political bamboozle like global warming. OK, I don't mind regulations to recapture the gas.
But, as far as the Bozone layer, every space shuttle launched from the Cape here in Florida punched a huge hole in the Bozone Layer; not only did it efficiently repair itself, but nothing was much said about it in the media.
Meantime, as you say, there was plenty of need for freon in older units - like older refrigerated trucks and passenger coaches (especially here in Florida.) A black market quickly developed in the contraband refrigerant and, as I remember it, much of that black market trade centered on Mexico. 🤷
No, no problem in your using the scam metaphor about a freon spill. I'm just pleased to see it maybe take root - except not many people get the freon part of the joke. Perhaps you and I have survived into a different age. sigh
And freon is “bad” because of some fakery “hold in the ozone layer”. Which turned out to be a natural phenomena that occurs now and then or maybe regularly.

Of course. We’ve been told that the new refrigerants are more flammable and more toxic if leaked. Government interference in business often makes things worse.
