I have found that virologists often lack the ability to accurately gauge risk. In this case though they may be right. The abstract of the article indicates that the viruses they are analyzing infect bacteria.

That makes perfect sense. At that time, humans were few and far between, whereas bacteria were and are everywhere. Viruses adapt and evolve to infect the things in their environment.
