States will never really “go broke.” As long as we have printed, fiat money, a Federal Reserve and the easy ability to monetize Fed.gov debt, states (especially Democrat ones) will always get bailed out via any number of methods - stimulus payments, Govt emergency takeover of pension liabilities, infrastructure spending, Federal education grants for migrants, etc. etc...
