NATO Chairman, German Gen. Harald Kujat
reviews Ukrainian troops in Kiev, 2004.

In 2004 German Gen. Harald Kujat was NATO Chairman and supported NATO's expansion into the Baltics, Romania and Bulgaria, among others.

In 2008 Germany and France opposed US Pres. Bush's proposal at the Bucharest Summit to expand NATO into Georgia and Ukraine.
As a result, Georgia and Ukraine were invited to join NATO, but no schedule or action plan was set.

In 2016 retired Gen. Kujat joined
the KGB Yakunin's "Dialog of Civilizations":

After Russia's 2014 invasion of Ukraine, Germany supplied humanitarian and financial aid to Ukraine, but not military support.

In July 2016 the now retired German Gen. Kujat became a Russian propaganda asset by joining KGB Agent and Putin-pal, Vladimir Yakunin's, organization called Dialogue of Civilizations Research Institute.

Since Russia's February 2022 re-invasion of Ukraine, Kujat has been a consistent opponent of German military support for Ukraine and a reliable repeater of Russian propaganda points.

In October 2023 Kujat published an alleged report on Russia-Ukraine negotiations in March 2022, leading to the purported Istanbul Communique of March 29, 2022.
Kujat claimed that Ukraine and Russia had agreed to a peace plan which was then effectively vetoed by the US and UK.
According to Kujat, the Istanbul plan included 10 items, which I will summarize as follows:

  1. Ukraine declares itself neutral, non-aligned and a nuclear-weapons free zone based on security guarantees from Russia, China, Turkey, the US and others.

  2. Security guarantees to not include Crimea or the Donbas.
    Those borders to be negotiated.

  3. Ukraine commits to never join NATO or host foreign military bases.
    Ukraine must seek Russian approval in advance of any Ukrainian military exercises.
    Russia agrees to let Ukraine join the EU.

    KGB Agents & pals Yakunin & Putin:

  4. When Russia next invades Ukraine, Ukraine can ask for Western military aid.
    The West will provide Ukraine with weapons, enforce a no-fly zone over Ukraine and send troops to fight and restore Ukraine's "permanently neutral status".

  5. When Russia next invades Ukraine, Ukraine can complain to the UN Security Council, where Russia has a veto.

  6. Ukraine must seek Russian approval for Ukraine's military spending and deployments of Ukraine's troops in Ukraine.

  7. This agreement will become effective only after Ukraine amends its constitution to guarantee future neutrality.

  8. Russia is guaranteed occupation of Crimea for 15 years, after which negotiations will end with Russian forces in place in Crimea.

  9. Negotiations for prisoner exchanges and humanitarian supply corridors will continue.

  10. Zelensky may travel to Moscow to sign this surrender document and grant whatever other concessions Putin demands then.
Russian propagandists all claim that this Istanbul agreement was perfectly acceptable to Ukrainian negotiators and a deal was made.
They even claim Zelensky himself publicly announced Ukrainian neutrality, but then on April 9, 2022 UK's Prime Minister Boris Johnson brought word from Washington that Zelensky must reject the proposal and wage war against Russia until the last Ukrainian has been killed.

Of course, Russian propaganda is all nonsense.
In fact, there was never a deal agreed to by either side, much less by both sides.

I would not call Hendrickson "pro-Ukraine", but at least in these articles he reports fairly on those events.
