I will have to disagree. We’ve had bird flu in the US numerous times before, and worldwide it has taken place for a very long time. Transmission to mammals is not new; nor is transmission to humans.

A vaccine can enter through any mucous membrane, and our conjunctiva are just another mucous membrane.
(I haven’t heard of any ‘vax’ for this. From what we’ve seen so far, the only people who might be interested in one are people who work closely with livestock.)
