To address your question: Tking down the American flag on your own flagpole and replacing it is speech. Taking down the flag the belongs to someone else and forcibly replacing it is crime.
To burn an American flag as free speech, you first have to buy one.

If a person tears down an advertising sign - or a stop sign or someone’s mail box they can be charged with a crime.
Elon’s not saying these people can’t put up a flag on their own property - that’s speech. Tearing down someone else’s flag is vandalism. That’s the crime.

It’s not a very “inclusive” policy. It’s like any club where if you don’t agree with the rules, you can go somewhere else. As long as the rules don’t change from day to day, which they should not since they’re written in plain English.
Tearing down a flag that belongs to someone else is not protected.
If it is your flag, sure. Buy a flag and trash it. You might incur the wrath of someone who loves what that flag represents, but hey, it’s your flag.
As for foreign citizens who desacrate our flag, regardless of who owns it, that should be instant deportation. All of the foreign students involved in these campus crimes should be sent home.
