Dear Ukrainians!
A few results of the day.
First. Since this morning I have been receiving reports on the situation in our regions affected by the bad weather. Almost 1,500 settlements in 17 regions were cut off from electricity. Power engineers are working everywhere to restore electricity supply. As soon as it is possible, electricity will be restored in every city and village. At the moment, hundreds of people and hundreds of vehicles of the State Emergency Service alone are working around the clock. The National Police and the National Guard are also helping. Public utilities are involved as well. I am grateful to everyone in the regional and local authorities who promptly joined in to help people and gives results. In every community, it is important to do everything possible to avoid casualties due to bad weather. Unfortunately, as of now, there are casualties. The highest number is in Odesa region – five people died. My condolences to the families and friends. At least 19 people were injured. Everyone has been provided with the necessary assistance. Operational headquarters at both the national and regional levels will continue to work until the situation is normalized. The epicenter of the cyclone is now moving to the northern regions – we are ready to help everywhere. There were also reports on helping drivers on blocked roads. I am grateful to the volunteers who support people in the communities. It is very important to take care of those who live alone, to help the elderly. Today I would like to recognize the entire staff of the State Emergency Service of Ukraine, the National Guard and the National Police. They provide assistance around the clock. In particular, the emergency workers of the Odesa region. These days, Captain Serhiy Lisin, head of the guard of the 45th state fire and rescue unit, Master Sergeant Ruslan Buhayev, driver of the 7th state fire and rescue unit, Master Sergeant Petro Kalaman, electrician driver of the rescue department of the 20th state fire and rescue unit have particularly proven themselves. And also the national guardsmen: Soldier Serhiy Dimov, Captain Serhiy Melnyk and Colonel Volodymyr Lytvyniuk. I thank you and all your colleagues for helping people!
I also had important international conversations today. In particular, with the Crown Prince of Saudi Arabia. We discussed the situation in the Middle East, current events and prospects. We also spoke about the development of our bilateral relations and joint work for the full implementation of the Peace Formula. Saudi Arabia has been very helpful in this area, and I am grateful for that. I also spoke with President of the European Commission Ursula von der Leyen. Of course, we talked about the European Union’s preparation of a decision to open accession negotiations with Ukraine – we are doing everything our country has to do. We also talked about the continuation of the EU’s support for our country next year. Also today, I addressed the participants of the session of the International Maritime Organization, one of the most respectable institutions in the world that deals with security – maritime security. I informed them about Ukraine’s successes in the Black Sea – what Ukrainians have done to restore normal sea routes in the Black Sea. I thanked for the support of our efforts and called for bringing Russia to a just and well-deserved accountability for its aggression and terror, for violating all the fundamental freedoms and rules that underpin the international order.
Today I also held a preparatory meeting on various international events planned for the coming weeks and until the end of the year. We clearly see the Ukrainian perspective and what is needed to achieve our goals. Every day we work with our partners to provide new defense support packages for our warriors. I signed another decree on awarding our soldiers and officers of the Armed Forces of Ukraine with state awards – 115 servicemen. In total, 64,258 servicemen from all the Defense and Security Forces of Ukraine have received state awards since February 24 and up to now. Massive bravery, massive resilience, massive determination to ensure that Ukraine gains the upper hand in this war. I thank everyone who is fighting for Ukraine and Ukrainians! I thank all the commanders who care about the lives of soldiers! I thank everyone who is focused on making our country stronger – our entire country. You cannot win this battle alone – we can only do it together, everyone who cares about one another and Ukraine.

President of Ukraine Volodymyr Zelenskyy met with President of the European Investment Bank Werner Hoyer and EIB Vice-President Teresa Czerwińska, who arrived on a visit to Ukraine.
The Head of State thanked the EIB leadership for visiting Ukraine and the decision to open the Regional Hub of the European Investment Bank for Eastern Europe in Kyiv.
The EIB’s regional hub in the Ukrainian capital will play an important role in supporting Ukraine’s recovery and reconstruction efforts.
“First of all, this is an important signal to our people that you believe in Ukraine, in the development of our country. It is also significant for Ukrainian business,” Volodymyr Zelenskyy emphasized.
The President noted the bank’s decision in 2022 to use €1.7 billion of EIB funds for the priority needs of the state budget of Ukraine.
During the meeting, special attention was paid to accelerating the implementation of existing investment projects, in particular on the ground in the regions.
“We would like to prioritize infrastructure projects for the restoration of our country. So that this work has a greater effect,” Volodymyr Zelenskyy said.
For his part, Werner Hoyer noted that the visit of the EIB delegation to Ukraine is evidence of unwavering support, especially in the face of Russian aggression.
“From the very beginning of the Russian invasion, we have been working with the Ukrainian authorities to facilitate reconstruction projects, supporting the country’s remarkable resilience. With the opening of our EIB Regional Hub for Eastern Europe in Kyiv, we want to emphasize our renewed commitment to accompany Ukraine on its European path. Ukraine is an integral part of the European family and the EIB is a key part of the EU’s long-term support,” he said.
According to Werner Hoyer, the European Investment Bank continues its close cooperation with Ukraine, which includes a series of new initiatives to rebuild infrastructure and support the Ukrainian economy. Among these initiatives are two loan agreements totaling €450 million recently approved by the EIB’s Board of Directors. The initiatives will be financed through the EU for Ukraine fund, which is part of the EIB’s EU4U program, aimed at recovery and reconstruction programs in Ukraine. The fund is backed by contributions from member states and guarantees from the European Commission, totaling €500 million to date.

Operational information of the General Staff of the Armed Forces of Ukraine on the Russian invasion as of 18.00 on 27.11.2023.

“It has been the 642nd day of Russia’s large-scale armed aggression against our state. The operational situation in the east and south of Ukraine remains difficult. 79 combat clashes took place during the day.
In total, the enemy launched 1 missile and 3 air strikes, carried out 13 attacks from multiple launch rocket systems at the positions of our troops and populated areas. As a result of Russian terrorist attacks, unfortunately, there are wounded among the civilian population. Private residential buildings and other civilian infrastructure were destroyed and damaged.
The situation in the VOLYN and POLISSIA directions remained unchanged. There were no signs of offensive groups forming. Certain units of the Belarusian Armed Forces are performing tasks in the areas bordering Ukraine.
In the SIVERSKYI and SLOBOZHANSKYl directions, the enemy maintains a military presence in the border areas, conducts sabotage and reconnaissance activities, shells settlements from the territory of the Russian Federation, and increases the density of minefields along the state border of Ukraine. About 15 settlements were hit by artillery and mortar shelling, including Popivka of the Chernihiv region; Volodymyrivka, Veselivka, Stepok of the Sumy region; Starytsia, Tykhe, Stroivka of the Kharkiv region.
In the KUPIANSK direction, the enemy conducted unsuccessful assaults in the areas of Synkivka and Petropavlivka of the Kharkiv region, where the Defense Forces repelled 3 attacks. It carried out an airstrike in the area of the settlement of Stepova-Novoselivka of the Kharkiv region. About 10 settlements, in particular, Synkivka, Ivanivka, Kyslivka, Kotliarivka, Tabaivka, Krokhmalne of the Kharkiv region, came under artillery and mortar fire.
In the LYMAN direction, the enemy conducted unsuccessful assault actions in the areas of Stelmakhivka, Serebryanskyi forestry of the Luhansk region and Terny, Yampolivka, Torske of the Donetsk region. Here our soldiers repelled more than 12 attacks. More than 10 settlements suffered from artillery and mortar shelling by the occupiers, including Bilohorivka in the Luhansk region and Torske, Dibrova, Verkhnokamianske, Spirne, Pereizne in the Donetsk region.
In the BAKHMUT direction, Ukrainian defenders repelled 26 enemy attacks near Bohdanivka, Ivanivske, Klishchiivka and Andriivka of the Donetsk region. About 10 settlements were under artillery and mortar fire, in particular Markove, Bohdanivka, Ivanivske, Klishchiivka, Andriivka and New York of the Donetsk region.
In the AVDIIVKA direction, the enemy conducted unsuccessful assaults east of Novobakhmutivka, northeast of Berdychiv, Avdiivka, Opytne, Sieverne and south of Tonenke of the Donetsk region, where the Defense Forces repelled 21 attacks. About 15 settlements came under artillery and mortar fire, including Keramik, Avdiivka, Orlivka, Tonenke, Sieverne, Pervomaiske in the Donetsk region.
In the MARYINKA direction, the enemy, with the support of aviation, conducted unsuccessful assaults in the areas of Marinka and Novomykhailivka of the Donetsk region, where our soldiers repelled 9 attacks. About 10 settlements came under the artillery and mortar fire of the occupiers, in particular, Krasnohorivka, Kurakhivka, Marinka, Pobieda, Novomykhailivka of the Donetsk region.
In the SHAKHTARSK direction, the enemy did not conduct offensive (assault) operations. About 10 settlements, in particular, Vodiane, Vuhledar, Prechystivka, Zolota Nyva, Urozhaine of the Donetsk region, were hit by artillery and mortar attacks.
In the ZAPORIZHZHIA direction, the enemy unsuccessfully tried to regain its lost position near Robotyne of the Zaporizhzhia region 2 times. More than 25 settlements were subjected to artillery and mortar shelling, among them Verbove, Mali Shcherbaki, Piatikhatky, Kamianske, Stepnohrisk, Plavni of the Zaporizhzhia region.
In the KHERSON direction, the enemy shelled the city of Kherson with artillery. The Defense Forces continue to hold positions on the left bank of the Dnipro River in the Kherson region. They continue to inflict fire damage on the occupiers.
