Here in WA it is ALL mail in and even then people can’t get off their butts and fill out the ballot. They don’t have to go anywhere. Ballots are mailed to us, NO postage needed to mail back via post office or one can use the drop box.
This is what it looks like in MY city for voting on council members, school board members, & judges.

Our county pop. IS 98,268 (2021) The difference is probably ILLEGALS who are NOT elegable to vote.
