A Chicago alderman wants to fine parents of children he claims are 'out of control and cause 90 percent' of the city's problems up to $5,000.
Alderman Ray Lopez, a Democrat, is suggesting the new punishment, which would be partnered with 'licensed family counseling.'
'We have children who are out of control causing 90 percent of the problems, particularly as it relates to the street takeovers, drag racing and all of the other illegal activities,' Lopez said.
Video emerged of an incident from over the weekend as a flash mob that was part of a takeover sits on top of the Tesla and repeatedly bangs on it amid a drag race. Lopez directly cited the incident in his proposal.
Overall, crime is up 25 percent in Chicago year-over-year, according to the city's statistics.
Lopez wants the fines and counseling to apply to guardians 'willfully and/or knowingly allow a minor in their charge to engage in a host of offenses wreaking havoc on the quality of life in Chicago neighborhoods. Those offenses range from panhandling, underage and public drinking and cannabis use, violating curfew and 'climbing on' cars to street takeovers and drag racing.'
He told the Chicago Sun-Times that parents 'shall be held as responsible and accountable for the activity of said minor as if they committed the acts themselves.'
In the incident over the weekend, the Tesla driver - with his back window smashed out - then speeds up and appears to hit someone with their car as crowds of people smash the car's windows and side-view mirrors.
It is unclear why the car was specifically attacked, but there was car demonstrations going on during the time of the incident.
Chicago Police officers were on the scene along with groups of looters and spectators.

the drag racing thing is happening here in my city also, they take over the streets late at night doing donuts at intersections and drag racing at stop lights. This all started happening about a year or two ago.
Hello! Of course the same councilman will propose funding those who can’t pay the $5,000. A new Agency and Bureaucracy will be created to handle this and it will become another money laundering opportunity for politicians! More $5,000 fines handed out, more need for the Fine Support Network Program, you know leave no Fine unpaid. Government generates more revenue and provides more services, gee a fellow could become the Mayor with such a plan 🧐🧐🧐🧐
They are supposed to run the yellow crime tape around the scene, gather in large numbers, and have lots of flashing lights going when the TV cameras arrive. Until the social workers get unionized, it would be cheaper to have the social workers do all of that.

I kind of like the idea of a few sets of stocks bolted to a flatbed truck. Hook the malefactors up in the stocks for a few days of driving the hoods. Make it really uncomfortable. Public humiliation therapy.
That sounds like my family. All are on their own and independent. All have good careers doing what they enjoy, from engineering to trucking. They all even get along. We have a family joke about family staples like memories, events, and mementoes that have meaning to all of us. Last time they were all together, all four of them went and got tattoos of a stapler to remind them of the family staples.

Put the kids in orange suits and have them clean the highway. Impound the cars and auction them off for parts, so the cars are destroyed.

What should happen is the parents start parenting and make the kid get a job and pay off the fine. The court would probably setup a payment plan.

Fining the parents won’t work: they’re often welfare rats without anything to their names. Confiscate the cars, sell them, keep the money.
