Insofar as Obama/Biden is following the Stalin playbook on how to suborn a nation into Communism, yes.
Control the public prosecutors. Use them to harass/imprison opposition. Copious election fraud. Rinse and repeat until you get total control.
This is how all the nations in eastern Europe and the Balkans that the Red Army occupied were “democratically” converted to Communism 1946 to 1948.
