In listening to the video you provide and what she says in that video he did say, he had someone on the site before the fire started. I went to the White House site and read the transcript, but what he said is nothing sinister. They KNEW the Hurricane winds were coming so he made sure someone was on the ground that day.

Back in 2021 Biden invested a lot of money to deal with these situations.

So I can reason he had someone there on the ground before the winds/fires started because they KNEW (at least the hurricane force wind was coming) to manage the money etc for the communities that are prone to disaster.
They may be doing a Pis-Poor job of it though.
