If I remember correctly, the paper wrap on cigarettes is full of dangerous chemicals too.

I got a box lunch yesterday that came with a drink. The box contained a paper straw wrapped in plastic.

2. there never were good “environmental” reasons against plastic straws.
Then we should just go back to the ones actually made of straw. I'm sure there's no shortage of "feed stock".
