It sounds to me like they’re saying the “normal error” is undercounting votes. They basically are countering conservatives who say that vote by mail adds fake ballots. The NYT is saying, “uh-uh, vote by mail is disenfranchising by removing ballots”.

Mail in ballots are rife with fraud. Every election the Rats swarm the nursing homes and “help” the people vote. And it just gets more blatant as people turn in THOUSANDS of ballots all done in the same handwriting with forged signatures and non-existent address or 25 people who claim an address at the same single family house.
I might believe part of that if it weren’t for the fact that mail in ballots far outpace regular votes in Democrat strongholds, IMO. The only way to stop the fraud is to compare signatures on EVERY mail-in ballot.
