One of the great things about that category is that We The People are primarily and directly responsible.
As much as it would be nice to have someone swoop in and fix everything, it’s so much more satisfying to know we can fix things ourselves. (I’m happy to have help when it’s beyond my ability - like negotiating with foreign tyrants or arresting criminals.)
