Interstate highways in Georgia are the worst I have ever seen about dealing with abandoned vehicles and debris in the shoulder, and Georgia drivers come to expect them. All drivers should be aware of the possibility of a disabled or emergency vehicle in the left lane. Visibility was excellent, the road straight and flat. She had NO excuse.
