They are different...
Phosgene is a colorless gas with a odor of newly mown grass or hay. Chemical formula of COCl2. Primarily attacks the lungs.
Mustard Gas is usually a liquid (at room temperature), can have an odor of mustard, or garlic, or no odor at all. Chemical formula of SCH2CH2Cl. Primarily attacks exposed skin and lungs.

And, the difference in the target of attack, cited above by Mr. Chop, is that single, dangling Cl(-) molecule.
So readily bonded, so easily broken.
