2. My point about those senior appointees is that the President doesn’t pick them. They are subject to Senate confirmation, so you’re going to see the same career bureaucrat losers in those roles no matter which Republican wins.

You’re forgetting that some of those cabinet posts have interim/acting posts written into the law. The AG post, for example, doesn’t stay vacant if nobody is appointed. The Deputy AG takes over on an interim basis if the AG is fired or resigns.
And I know Trump is inclined to leave some executive branch posts vacant because he did it for some posts while he was President. The five-member U.S. Surface Transportation Board, for example, only had two members for much of Trump’s term because he couldn’t bother naming any replacements when terms were expiring.
