On the bright side, the problem is in the cities.
The City States are rotting internally and disintegrating. Baltimore and Deeeetroit are gone. Portland may not actually be anymore . San Francisco is teetering and LA is beyond hope.
The coalition of City States control their states and thus the country. They are losing control
OK, let's play this out.
The city folks are going to come out from the cities and do the same crimes. But because the cities control the state, the criminals will get state protection from honest citizens trying to protect their neighborhoods and children.
