The city folks are going to come out from the cities and do the same crimes. But because the cities control the state, the criminals will get state protection from honest citizens trying to protect their neighborhoods and children.

I believe the capability density outside the “cities” is such that there can be containment. As the distance from the central core increases , the threat capability density diminishes. Dilution weakens
