I am sure they don’t want you to see it for political reasons. But to be fair, I would not publish a killer’s manifesto irrespective. And I think that they historically do not do so.
The government psychologists can study the manifesto, and issue their opinions afterwards.
In the meantime, quit treating the law-abiding public like a tiresome nuisance, and release the manifesto.

I would assume the families of the victims have seen the manifesto. I know if that were me, I would be demanding it’s release everyday, especially if it could prevent more loss of life. So IMO, it is up to them.
