The Philadelphia Department of Public Health announced Monday that a city program aims to provide pregnant residents with $1,000 monthly cash payments with the goal of improving birth outcomes.
The Philly Joy Bank is a guaranteed income pilot of the Philadelphia Community Action Network, a collective impact stakeholder group focused on reducing racial disparities in infant mortality.
After securing some funding from the William Penn Foundation and Spring Point Partners, 250 pregnant Philadelphians will receive the cash payments.
To be eligible, the residents must live in the Cobbs Creek, Strawberry Mansion or Nicetown-Tioga neighborhoods, which have the highest rates of very low birth weight and have a household income of less than $100,000 per year annually.
The department is looking to launch the program early next year and hopes to eventually reach a fundraising goal of $6 million. It has already secured more than $3 million in contributions.
According to The Philadelphia Inquirer, the payments would extend over a total of 18 months, including a year postpartum.
The participants would also be offered financial counseling, home visiting, lactation support and doulas.

I have NO confidence this money is going to be spent on prenatal care.
Subsidizing something leads to more of that something
It's more about "virtue signaling" than about improving prenatal care. All the city cares about is that they make the news; what happens after that is "who cares".
Welfare.
Pay teen and twenty-somethings $50/month to not get pregnant.
The article talks about “ pregnant residents”, “ pregnant Philadelphians”, and “pregnant people”. The writers of these articles are so damn afraid to slip and say something about “pregnant women”. Political correctness seems to trump all other considerations.
Knowing Philadelphia’s city government, they probably call them “pregnant people” instead of “pregnant women.”
“Breeders”
It seems the USA is at a peak-empire, money devaluation phase, much like Rome in the 2nd century.
We are still powerful, but our rulers are too corrupt, and too invested in their own ideology. We spend on bread, circuses, and wars.
Which will continue, until we can’t anymore.
“pregnant residents”
Considering the social importance, you’d think there would be an English word for a body that is designed to get pregnant.
What about pregnant men? How much do they get?
They will pay 250 black momma’s to have a kid for one year.
After that, the rest of us will be stuck paying the additional welfare payments till the kid is 18. At that point, the kid will no doubt have been sent jail for murder, and we will still be stuck paying for their incarceration.
And around, around it goes, until the collapse finally hits home.
[This could be perceived as incentive to get pregnant and/or as an incentive to not get an abortion.]
Or both. Collect $1000 for 8 months, then have a free abortion. Spread and repeat.
Whatever you subsidize you get more of........................
$18,000 no-strings-attached guaranteed income to have a baby.
Limit these payments to pregnant women with documented IQs BELOW 70.
I see that the requirements include a) where they live and b) that they make less than $100K per year.
I do not see a requirement that states the woman must be married.
$1K per month for 18 months. Keep throwing money at them, what could possibly go wrong...?
By the way, I came across the creative name of a perp who was arrested for murder this week: "Zeighshawn". Mix 'em. Match 'em. Collect 'em all!
