It sounds like propaganda to increase support from Russia for its war on Ukraine, to make it harder for Russia to end the war with some claimed victory.

Ukraine has free reign to attack Russian property in international waters, given that it is at war with Russia, and has the right to retaliate vs enormous damage Russia has inflicted. Even a group unaffiliated with the Ukrainian government (gone “rogue”, say) is still in the clear.
It should be easy enough for “friends” to “assist” a Ukrainian group to perform the sabotage.
And as I have pointed out often enough, this is not a job that required high tech (beyond what is easily available from civilian commercial sources) nor great resources. Untraceable funds and passports/ID will do just fine.
Ukraine’s government has denied involvement, but, of course, it’s prudent to do so. I refer you to the opening clip of the “Mission:Impossible” TV show.

Is there ANY information in this? None. As many of the clever comments show, the NYT, WaPo and Guardian print nothing though in many words.
It is the same with "a criminal perpetrated a crime." None is named. Therefore the sentence is like so much political speech, meant to sound informative and earnest while meaning nothing.
