As described in the article, this bill is an absolute grab bag of animal welfare/rights prohibitions. Cosmetics testing. Cat declawing. Unrestrained dogs in cars. It reads like a wish list from the Karen Animal Welfare League which the sponsor simply submitted as given to her.
