Here’s an interesting data point.

Congress is in the process of approving/disapproving 87,000 IRS agents.
Did you know that the FBI was created in 1908 (Bonapart) through the simple hiring of employees through “payroll” money that was not being spent and was just lying around.
Since 1908, Congress has continued to approve the employee-payroll number ($$ value) for the FBI but has never been approved or codified the FBI as an “bureau” of the DoJ?
The FBI do not have, and never has had, a Congressional approval that mandates their existence or Constitutionally gives them the ability to seek warrants or make arrests.

We just accept their existence and assumed authority.
We the People.

Seems like a law suit could have court declare that any "law enforcement" activities by them unlawful.
