Totally agree that that is what is happening.
But here’s my issue with this: How do they trust or ensure that the money gets laundered back to them?
If I say, hey, Melian, here’s $350M that I stole from the taxpayers. In a couple of years, I want you to funnel $65M of it back to me. What stops you from just keeping the entire $350. Or giving it to the next “rising star” in the derp world who now has more power than I do?
I imagine a desire to live is high on the list of motivations to toe the line.

How do they do that? Well, honor among thieves is a part. But mainly the first check doesn’t get cut until the kickback deal/check is already in the works. If the kickback doesn’t come thru then payment gets stopped on the big one. Bidum can explain it to you. Just get an appropriate prosecutor fired. Just happened in the Virgin Islands.
